Pallet Racking Compliance in Ontario — PSR, CSA A344:24, and Ontario Regulation 851
Every pallet racking system installed in an Ontario workplace is subject to Ontario Regulation 851 (Industrial Establishments) under the Occupational Health and Safety Act. Before a new or materially modified system is put into service, a Pre-Start Health and Safety Review (PSR) is required. The PSR must be completed and sealed by a Professional Engineer licensed in Ontario. It confirms the system meets CSA A344:24 (Design and Installation of Steel Storage Racks) and National Building Code of Canada 2020 structural requirements.
Pac Rac coordinates PSR engineering on every Ontario installation. The signed PSR report is delivered to the client before the system is loaded. The Ministry of Labour, Immigration, Training and Skills Development (MLITSD) enforces this requirement actively across Ontario. Operating without a PSR exposes facility managers to stop-work orders and insurance complications.
